This project presentation demonstrates success of a support services function delivering goods to its internal customers. In today’s economic conditions, there is no room for rework or low productivity. The Supply Chain Order Fulfillment Team’s objective was to improve on-time and in full (OTIF) measurement from the 65-percent baseline to the 95-percent target. This OTIF measurement is an important leading measure giving indication to getting all the material to the field workers so they can serve their end-user customers more timely and more productively. To accomplish this goal, the team leveraged a general problem solving approach (Six Sigma) and utilized several tools, including, but not limited to, Allegheny Energy’s balanced scorecard, Hoshin planning, voice of customer, value stream mapping, Ishikawa, solution matrix, statistical control charts, control plan, and RACI charts. The team functioned under Allegheny Energy’s culture of a high performance organization (HPO), which encompasses practical applications of systematic improvement blending in Baldrige, Six Sigma, project management, and common sense. The solutions and control plan that the project team implemented has delivered OTIF results greater than 93 percent for the last 15 months. In addition to delivering significant improvement to order fulfillment, the team also realized a positive impact to a key Allegheny objective as measured in its annual employee engagement survey. The question, "Do employees have the material required to do their job?" has improved in the last two years.
