The Housing and Development Board (HDB), plans and develops public housing towns that provide Singaporeans with quality homes and living environment. Today, 84 percent of Singaporeans live in HDB flats. While HDB flats remain affordable, there are needy families whose only housing option is the Public Rental Scheme. In recent years, the demand for rental flats has tripled, sharpening the need to expedite the construction process.
With this challenge in mind and understanding the high social/economic impact, the Vision Excel Team boldly embarked on the project to reduce construction time for HDB rental flats. Several business tools and methodologies were applied throughout the project—analysis of performance metrics, consultation with key stakeholders, critical path analysis, idea generation via serendipity method, decision matrix, and more. These innovative efforts have saved three months of construction time and have achieved cost savings.
